 About West Valley Water District* 

*

West Valley Water District is a County Water District, a public agency of the State of California, organized and existing under the County Water District Law (Division 12, Section 30,000 of the Water Code) of the State of California.

 

The District was formed in 1952 under the name Bloomington County Water Company, which was changed to Semi-tropic County Water District in 1959, then to West San Bernardino County Water District in 1961, and then to West Valley Water District in 2003.

 

The District currently retains 55 employees.

 

The District  is located in the Southwestern San Bernardino County with a small part in Northern Riverside County.

 

The District is separated into Northern and Southern sections by the City of Rialto.

The District services approximately 50% of the residents in the City of Rialto.

 

The District contains approximately 18,900 acres with an additional 3,300 acres within the Districts sphere of influence.

 

 

District Facts

 

West Valley Water District gets water from 3 sources, local surface water, ground water and State Project water.

 

The District currently pulls water from 5 groundwater basins, Lytle Creek, Rialto/Colton, Bunker Hill, North Riverside and Chino

 

 

District Water System

 

Consists of 8 pressure zones

 

23 existing reservoirs with a total storage capacity of 65.61 mg

 

25 existing wells with a total pumping capacity of 34,650 gpm or production capacity of 44.0 mgd.

 2 Pair Dual Pass Disposable Resin Ion Exchange

Lead/Lag Configuration, each vessel contains 600 cubic feet of resin

2,000 gpm maximum plant capacity

Engineer – Earth Tech, Long Beach, CA

Contractor – Johnson Construction Associates, Signal Hill, CA

Construction began in March of 2003 and the well was online July of 2003 with the Department of Health Service approval.

 

Treatment Plant Expansion

 

We are currently in the process of expanding our 9.6 mgd Oliver P. Roemer Water Filtration Facility. 

Phases I and II have been completed.

 

Phase I: Expanding the facility from 9.6 mgd to 14.4 mgd.  This will include UV disinfection for Crypto and Guardia to meet future LT2 surface water treatment regulation.

 

Phase II: This will allow the plant to treat 14.4 mgd of State  Project water using enhanced coagulation to achieve at least a 35% reduction in TOC and to treat 6.0 mgd of Lytle Creek water for particulate (china clay) removal to assure full utilization of this high quality water supply.

 

Phase III: This will expand the plant from 14.4 mgd to 20.4 mgd with the installation of a 6.0 mgd Membrane Plant.
