Dr. Clifford O. Young joined the West Valley Water District Board of Directors in December 2013, representing the communities of Fontana, Colton, Lytle Creek, Rialto, Bloomington, portions of the unincorporated area of San Bernardino County as well as a portion of Jurupa Valley in Riverside County.
In 2004, Dr. Young was unanimously selected to serve as Fifth District Supervisor on the San Bernardino County Board of Supervisors. In addition, he has served on numerous agencies, boards, and commissions dedicated to community well-being. With a life-long dedication to public service and an impressive background in academia, he has a great deal of experience in the areas of governmental relations and research methodology. His 22-year career includes serving as a university professor and administrator (in the capacity of Special Assistant to the President for Federal Relations) at California State University, San Bernardino. Dr. Young is currently Professor Emeritus of Public Administration.
Dr. Young attended California Baptist University in Riverside, receiving his Bachelor of Arts degree in Sociology and a minor in Government. He then attended the University of Southern California and earned both a Master's and Doctorate Degree in Public Administration.
Dr. Young has long had a strong interest in California’s water issues. As Chair of the Department of Public Administration, he coordinated the expansion of the graduate program to include a concentration in Water Resource Management. Years later, while serving as Special Assistant to the CSUSB President for Federal Relations, Dr. Young generated funding for the CSUSB Water Resources Institute, which helps to develop today’s managers and prepare them to meet the state’s future water supply needs.
Dr. Young and his wife Jacqualynne Young reside in Rialto. He has two children and four grandchildren.
