West Valley Water District Board Elects Kelvin Moore as President and Angela Garcia as Vice President for 2025–2026
The West Valley Water District (WVWD) Board of Directors has elected Kelvin Moore as Board President and Angela Garcia as Vice President for the 2025–2026 term. The reorganization took place during the Board’s regular meeting on October 16, 2025.
“I am honored to serve as Board President of the West Valley Water District,” said President Kelvin Moore. “We are steadfast in our commitment to delivering high-quality, reliable water to our communities and to fostering public understanding of the importance of water supply and sustainability—for both current and future generations.”
President Moore joined the West Valley Water District Board of Directors in February 2022 and represents Division 3, which includes the City of Rialto. A graduate of the Water Education for Latino Leaders (WELL) program, he continues to champion equitable and informed water governance across California. Through his civic work, President Moore has cultivated lasting connections between public engagement and community outreach.
Vice President Angela Garcia, who has represented Division 1 since 2022, serves the communities of Fontana, Bloomington, and portions of unincorporated San Bernardino County and Jurupa Valley in Riverside County.
In addition to her role on the West Valley Water District Board, Vice President Garcia is a Licensed Professional Geologist and serves with the California Environmental Protection Agency’s Colorado River Basin Regional Water Quality Control Board. She leads a team of geologists, engineers, and scientists in overseeing complex soil and groundwater investigation and cleanup projects. Vice President Garcia is deeply committed to community education and to cultivating the next generation of water industry leaders.
