Director Kelvin Moore Named 2025 Distinguished Man of the Year Finalist by Senator Eloise Gómez Reyes

Rialto, CA – West Valley Water District Director Kelvin Moore was honored as a 2025 Distinguished Man of the Year Finalist for California’s 29th Senate District by Senator Eloise Gómez Reyes. This recognition celebrates Director Moore’s long-standing dedication to public service, leadership, and community impact.
Moore serves as a Board Director for the West Valley Water District, where he demonstrates visionary leadership, transparency, and unwavering integrity. He is also a graduate of the Water Education for Latino Leaders (WELL) program, further underscoring his commitment to equitable and informed water governance throughout California.
“He leads with integrity in everything he does, especially in his work for the underserved,” said West Valley Water District Director Angela Garcia. “This award reflects the often unseen efforts and selfless service he has dedicated to our community.”
Director Moore’s public service portfolio reflects a deep-rooted dedication to the betterment of his community. He currently serves as the Fifth District Behavioral Health Commissioner and has dedicated over 10 years as the City of Rialto’s Transportation Commissioner. He is also a board member of Fontana Pastors United and previously served on the Board of the Pomona Valley Hospital Medical Center Federal Credit Union.
As the Community Services Pastor at Loveland Church, Director Moore oversees the House of Hope men’s home and Jubilee Pantry, providing essential resources and support to families in Rialto. Through his leadership, he has built enduring connections between civic engagement and community outreach—demonstrating compassion, integrity, and a steadfast commitment to uplifting those most in need.
