- RFPs & Contracts
The West Valley Water District (WVWD) implemented Planet Bids, a fully automated web-based vendor and bid management system.
This system will make doing business with WVWD easier by providing vendors up-to-date information regarding bid requests.
Some of the key features and benefits of Planet Bids include the ability to:
- Maintain your own profile as a new or existing vendor
- Receive automatic e-mail notifications for selected bid opportunities based on product/service categories
- Search for all types of requests, addenda, plan holders, bid results, and contract awards at any time.
- Request and download bid document(s) when available
- Receive automatic addendum notification as a bid participant.
- Submit electronic bidding in some cases, allowing bid responses to be securely submitted on-line.
WVWD conducts most of its bid and proposal solicitations online through the system. Vendors must register by proceeding as follows:
- Public Works Contractor Registration Notice
Effective March 1, 2015: No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with DIR.
Effective April 1, 2015: No contractor or subcontractor may work on a public works project unless registered with DIR.
No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
Bidders (and their subcontractors listed on the Designation of Subcontractors List) must provide an extract (PDF) with bid showing active registration.
- e-Procurement System
Our e-Procurement system is a fully automated web-based vendor registration and bid management system called Planet Bids. All formal District solicitations will be conducted through the new online system hosted by PlanetBids System.
Both formal and informal solicitations may be processed through our online system. All responses are due at or before the time shown on each solicitation. Late responses cannot be accepted. It is the bidder’s/proposer’s responsibility to ensure that the most complete and current version of the solicitation, including addenda, has been downloaded.

We have made every effort to make all aspects of the contracting process as easy, secure and reliable as possible. - Temporary Hydrant / Construction Meters
Customers in need of a temporary use hydrant meter are urged to review the map of the District’s service area boundaries before filling out a Hydrant Meter Permit Application. All water used must be in District boundaries. Please fill in the highlighted areas of the Hydrant Meter Permit Application and bring it to the office with a deposit check and backflow assembly for inspection.
- 3” – $1,300
- 4″ – $2,350
All hydrant meters require the use of a Reduced Pressure Backflow Assembly. Reduced Pressure Backflow Assemblies can be obtained at a commercial plumbing or landscape supplier or furnished by West Valley Water District upon request. A minimum of a 2” assembly is recommended to meet flow requirements. For more information, please call Customer Service at (909) 875-1804.

A notice of two business days is recommended for temporary hydrant meter rentals. The customer will need to contact West Valley Water District’s Cross Connection Department for scheduling at (909) 875-1804 between the hours of 8:00 a.m. – 4:00 p.m., Monday-Thursday.
